Charter schools in limbo amid budget concerns

The Daily News reports, “Philadelphia’s public-charter- school movement may come to a near standstill, while class sizes in struggling elementary schools will shrink and art-and-music instruction will get a boost across the city, according to preliminary budget figures for the 2008-09 school year, which were released yesterday.”
