Voters to decide fate of nonunion hiring

The Inquirer reports, “Mayor Nutter and the city’s four municipal unions stand on opposite sides of a ballot proposal in tomorrow’s election that would allow the mayor to expand the number of high-level, nonunion management positions in city government.”
