The Philadelphia Inquirer reports, “With just weeks to go before Philadelphia hires a contractor to rebuild the South Street Bridge, a neighborhood group is pressing Mayor Nutter to endorse a menu of detailed architectural changes aimed at humanizing the harsh highway-grade design.”
