Philadelphia targets one of its toughest problems

The Daily News reports, “Too few Philadelphia residents go to college. And too many who start don’t finish. But this problem — which cripples the city economy, as well as the people in it — now is getting the attention of a growing group of city leaders. Some are even calling it a movement: Philly folks have to get those college degrees.”
